Government guidance states it plainly: “students will not need to memorise the usual formulae and equations” because support materials will be provided, while making clear that “Students will continue to be expected to understand and use these”—all framed as “maintaining high standards.” What the sheet removes is bare information recall. It does not remove the demand to reason with what’s on it.
Miss that distinction and preparation becomes misdirected. The real pressure isn’t whether a student can retrieve a relationship; it’s whether they understand one well enough to deploy it in a context it hasn’t appeared in before. That’s a harder question—and for students who’ve drilled memorization as their primary strategy, it’s the one the exam is quietly waiting to ask.
The Limits of Memorization

In closed-book exams, instant recall reduces friction: no time spent searching, fewer opportunities for notational confusion, more working memory available for constructing a solution. Conceptual work produces errors that are harder to classify and slower to correct—which means memorization-centered preparation can persist even when exam performance doesn’t improve, because it consistently feels productive. Either way, effective preparation begins with studying the specific reference document early—so that decisions about what to memorize, what to practice applying, and where to invest conceptual effort are calibrated to the sheet’s actual architecture. What the document offers, it states clearly. What it withholds is something no amount of careful reading of the sheet itself will supply.
